Thought this would help resolve the +15 radiance piece issue!
Apparently it works like this.
Say you have 3 pieces of +15 = +45 radiance.
When gloom is less than 45 - say 30 - your hope is rounded down. In this case you would have +1 hope, and therefore 101% morale etc.
When gloom is greater than 45 - say 60 - gloom is rounded down. In this case you would have +1 dread.
Rounding gloom down is not quite the same as rounding radiance up a it effects the morale etc buffs u get from hope.
The upshot is that +5 is worth having as it still reduces dread, even though it doesn't buff you.

Aye this appears to be how it works, although I think it's different behavior then described by the dev (Amlug) in his dev diary (so this might be changed in an update or patch).
