It's a brush, with a blending options like this: Color overlay (the color)
Outer glow (The color) .. The overlay is a bit lighter than the one Wolfe gave me, The glow is a but stronger and a bit lighter..

The border you see on the sig, is the border I explained you earlier. One day if you wanna have a new sig or avatar, tell your lil white chocolate what u wanna and guess he will make it
